百億外債將到期 南韓告急; IMF如果快速幫助南韓, 將引起臺灣科技風暴

    去年十月，金融時報就曾警告，南韓恐怕會成為冰島第二。但立刻遭到南韓金融委員會官員嚴辭否認。然後預防金融風暴再起，南韓官方昨天透露，維持亞洲區域金融市場穩定的「亞洲國家外匯儲備基金」規模，可能由八百億美元擴大至一千二百億美元；亞洲財政部長明天（廿二日）集會，將宣布此消息。朝鮮日報日前訪問十位經濟專家，大致意見是南韓經濟將在今年第二季或第三季跌入谷底，但恢復速度要比想像的更緩慢，因為占南韓國內生產總值（GDP）百分之四十五的出口劇減。
    為了刺激國內消費， 南韓企劃財政部 部長尹增鉉在國會表示，正研究向低收入戶發放消費券和免費餐券的方案，初步估計需追加預算十兆韓元（約台幣二千三百五十億元）。韓國看起來任何政策都比臺灣猛。
    在刺激出口經濟的政策上，韓國讓韓幣猛烈貶值約 50%，對美元幾乎由 1000 貶至 1506，對臺灣出口之衝擊可能由原來 20% 調高至 30%，事情之嚴重已經足以讓臺灣控告 WTO "創造亞洲金融風暴"，臺灣人我們試弱嗎?
    在口經濟的政策上，臺灣讓以台幣貶值約 12.8%，對美元幾乎由 30.8 貶至 34.76，因為相對應韓國幣, 新加坡幣值貶幅不夠，對臺灣出口之衝擊是無法改變，如果臺灣政策上不願意貶值這麼多，臺灣經濟有救嗎?
    我認為臺灣經濟政策上必須:

• 控告 WTO "韓國創造亞洲金融風暴"
• 聯合美光等歐美大廠逼韓國減產控告IMF如果不逼迫韓國減產將造成另一風暴
• 台幣對美元貶值至少要 35.5
• 加速觀光收入
• 增加政府創業基金，協助中年創業 ( 新創公司可以降低之失業率成績最好 )
